Dentons submits results of research into the development of global legislation in robotics, AI and cyberphysical systems

November 28, 2018 – Dentons global law firm has carried out unique, large-scale research of the development of law and legislation on robotics, artificial intelligence and cyberphysical systems. The research was commissioned by the Competency Center for Statutory Regulation of the Digital Economy, which operates at the Skolkovo Foundation. It is the first such research done in Russia.

Dentons’ team of authors analyzed the ideas, approaches and solutions in developing such legislation in 50 jurisdictions.

The research was done as part of the action plan for the Statutory Regulation area of the Digital Economy of the Russian Federation program. The purpose is to create a modern regulatory and legal framework for this industry in Russia.

Andrey Neznamov, an of counsel at Dentons and head of the Dentons Russia Legal Innovations Laboratory, had this comment: “Legal advisors generally discuss issues of whether a robot will have the special status of a digital person and who should be responsible for its actions. Our research showed that these are just some of the problems and certainly not the most pressing ones.”

“The research done by Dentons deserves the high marks it received at the last working group meeting,” said Alexei Sokolov, Deputy Director of the Skolkovo Foundation Development and Planning Department. “It can rightfully be considered an outstanding achievement of the Skolkovo Foundation as the Competency Center for Statutory Regulation of the Digital Economy and the Digital Economy Autonomous Nonprofit Organization in this year. The data obtained bring us much closer to the main objective of transitioning the Russian Federation to a digital economy.”

For many years Dentons lawyers have actively participated in developing business self-governance processes, legislation in innovations, the Internet and the “new economy.” In December 2016 Dentons’ lawyers, commissioned by Grishin Robotics, developed the first robotics draft law in Russia. In 2016 Dentons’ lawyers were the first in Russia to develop a concept for regulating the Internet of things and continue to develop subject-specific regulation, coordinating this area in the Association of the Internet of Things. In 2017 Dentons’ lawyers developed the draft of the first international robotics act in the world: the Model Convention on Robotics and Artificial Intelligence.
