Maxima Legal has strengthened its PPP Practice

Maxima Legal continues to strengthen its team of leading specialists in the legal market with Olga Batura joining the firm as Counsel. Olga is well-known in the sector for her experience working in public-private partnership projects, concession agreements and as a member of the Expert Council of the National PPP Centre.

Olga Batura has advised and assisted with projects in the PPP sector for more than 10 years. She has significant experience developing concepts, tender documentation, project agreements and other documents necessary to realise projects on the basis of a PPP or concession agreement or investment contract.

The notable projects that Olga has been involved in include:

– drafting the concept, tender documentation and project agreement for a medical facility on the basis of a public-private partnership;

– assisting with preparing and submitting an application and tender proposal, including for a concessional agreement, an agreement for subsidies and assisting with other documents from a company group to take part in a public tender to enter into a concession agreement for the construction or use of a diagnostic centre for an outpatient clinic in St Petersburg; and

– advising on the legal structure for the redevelopment of the commercial sea port Ust-Luga and surrounding property.

Olga also has extensive experience assisting with projects in the construction sector, including port infrastructure, man-made islands and due diligence in the EPC-sector for the construction of dams.

Olga has on a number of occasions been asked to assist with the drafting and advising on regulations for state and municipal departments of government. She has also taken part in the drafting of provisions for federal laws on developing the regions of Russia and on man-made land which are to be created in federal-owned waters.  Olga also took part in making changes to the law on special economic zones of the Russian Federation.

Olga Batura graduated from the Law Faculty of the St Petersburg State University. As part of her professional development in the PPP sphere, she completed a programme at the Moscow State Institute of International Relations and took part in a presidential programme with the St Petersburg State University of Economics and Finance.
